James (Chezo) Cesarini, PE

Chief Executive Officer

As Chief Executive Officer of Pro-Surve Technical Services, James brings over 25 years of industry experience, including leadership roles at Dow Chemical, Marathon, and Valero. A licensed Professional Engineer with expertise in Mechanical Integrity and Process Safety, he acquired Pro-Surve in 2006 and has since led the company’s strategic growth.

James holds multiple inspection certifications and is actively involved in youth mentorship and safety advocacy through Scouting and the local Safety Council. He is a dedicated husband and father of two Texas Tech graduates, and enjoys family travel and community service.

Ryan T. Baggett

President

As President of Pro-Surve Technical Services, Ryan Baggett leverages more than 30 years of experience in equipment integrity and reliability. His career began as an NDE technician and evolved through leadership roles including Chief Reliability Superintendent, Director of Business Development, and Regional Director.

Ryan’s leadership has been key to the development of client programs and the growth of technical teams across the industry. Known for his results-driven mindset and commitment to safety, Ryan continues to build strong client relationships and operational success.

Joshua Deal

Chief Operating Officer | Pro-Surve Technical Services

As Chief Operating Officer at Pro-Surve Technical Services, Joshua Deal oversees the company’s six core divisions: Turnarounds, Planning, Refractory, Engineering, Vendor Surveillance, and Florida operations. With over 20 years of experience in the inspection industry—and more than a decade in turnaround leadership—Josh is instrumental in driving operational excellence, strategic growth, and software integration across the organization.

A U.S. Air Force veteran and a Rice University’s Executive Business Program graduate, Josh is a structured, forward-thinking leader known for his integrity, commitment to team development, and service-driven approach to leadership.

Marshall Jones

Chief Financial Officer

As Chief Financial Officer of Pro-Surve Technical Services, Marshall Jones brings over 40 years of financial leadership experience. He spent the first 19 years of his career with GMAC Financial Services, where he held various operational and staff roles, ultimately rising to the executive level—the highest tier of management within the company. During his time at GMAC, Marshall earned his Executive MBA from Pepperdine University in 1999.

Following GMAC, he served as a Senior Management Consultant for IPA in Chicago and later as CFO for PetroSpect. Over the course of his career, Marshall has led key initiatives in pricing model development, contract evaluation, and financial operations across a range of industries.

At Pro-Surve, Marshall plays a vital role in driving strategic growth, strengthening operational efficiency, and delivering financial insight that supports long-term success.

Timothy D. Johnson

East Region Operations Director

Timothy D. Johnson has led operations in Southeast Texas and Louisiana for Pro-Surve since 2020. With more than 25 years of inspection and NDE experience and over a decade in leadership, Timothy combines technical excellence with clear, people-first management.

He has retained API certifications throughout his career and is recognized for his honest, respectful approach to team leadership. Outside work, he’s a devoted family man with four children, a successful wife, and a love for hunting and LSU football.

Ronnie Frugia

Central Region Operations Director | Pro-Surve Technical Services

As Central Region Operations Director at Pro-Surve Technical Services, Ronnie Frugia Jr. brings more than 20 years of experience in the inspection industry, with a strong background in both field operations and leadership. He oversees proposal development, client relations, personnel recruitment, job cost management, and regional P&L performance—ensuring high-quality service delivery across multiple projects.

Ronnie has held key roles throughout his career, including Operations Manager, Tank Division Manager, and Site Supervisor. He is a certified API 510, 570, and 653 Inspector, and holds NDE certifications in MT, PT, UT, and ECT, providing deep technical expertise that supports both field execution and client strategy.

He holds an Associate Degree in Process Technology and is recognized for his practical leadership style, focus on team development, and commitment to client satisfaction. His ability to combine technical knowledge with operational efficiency makes him a valuable asset to the Pro-Surve team.

Irvin Gamino

South Region Operations Director

As South Region Operations Director, Irvin Gamino leads all field operations across the Southern region, ensuring safety, efficiency, and high-quality client service. Irvin started with Pro-Surve as a Turnaround Supervisor, later advancing to Turnaround Operations Manager, where he refined and scaled execution strategies.

He holds API 510 and 570 certifications and brings a collaborative leadership style rooted in accountability and communication. Irvin is passionate about empowering his teams and delivering consistent operational excellence.

Christopher Rahe

Vice President, Source Inspection & Staff Augmentation

As Vice President of Source Inspection & Staff Augmentation, Chris Rahe oversees operations and growth for both divisions. Since entering the industry in 1997 as a Level II NDE Technician, Chris has held key roles with Applus Velosi, Stork, CB&I, and LyondellBasell.

Chris helped launch Pro-Surve’s Staff Augmentation division in 2018 and its Rope Access division in 2022. Under his leadership, the combined groups hit a record $22.5M in revenue in 2024.

He holds API SIFE and API 570 certifications and leads with integrity, transparency, and a strong team-development mindset. Chris is a lifelong outdoorsman, collector of sports memorabilia, and proud husband and father of four daughters.

Harold Zar

Director of Operations / Rope Access Level 3

Harold Zar leads Pro-Surve’s Rope Access division with over 20 years of hands-on experience across offshore and land-based NDT projects. Before joining Pro-Surve, he managed Versa’s rope access program for six years. His fieldwork includes hull inspections, composite repairs, bridge safety systems, amusement park structures, and more.

Harold holds certifications including UTT, PT, MT, RT Level I (State Card), ACFM Level 2, NCCER, and specialized wrap systems. He prioritizes safety, quality, and service growth.

When he’s not in the field, Harold enjoys fishing, pickleball, golf, and growing super-hot peppers.

Steve Wells

Director of Business Development

Steve Wells was born in Pasadena and raised in Deer Park, Texas. After graduating from Deer Park High School, he originally planned to attend Stephen F. Austin University but made a last-minute pivot and earned a four-year technical degree from Purdue University.

He began his inspection career in 1989 at Shell Deer Park Refinery—one of the best places to be during the early OSHA 1910 implementation efforts. Over the years, Steve has founded and led several successful inspection and engineering companies. Today, he’s proud to be part of the Pro-Surve team, which he sees as a model for integrity, culture, and client commitment.

Steve is driven by a simple philosophy: “You’re never wrong to do the right thing.”

Ernest Flores, ASP, SMP

HSE/HR Director

As HSE/HR Director at Pro-Surve Technical Services, Ernest Flores brings over 28 years of experience in occupational safety and health across the refining, petrochemical, and power industries. His expertise spans contractor safety management, incident investigation, claims management, and litigation support.

Ernest is recognized for his strong work ethic, resourcefulness, and ability to foster productive partnerships at all organizational levels. In addition to driving safety performance, he is known for delivering results with accuracy, speed, and professionalism.

Rodney Bobbitt, P.E.

Engineering Manager

Rodney Bobbitt leads engineering operations at Pro-Surve with more than 35 years of industry experience in refining, petrochemicals, and midstream sectors. His areas of expertise include pressure vessel codes, API standards, Fitness-For-Service, and RBI program design.

Rodney holds a B.S. in Mechanical Engineering from the University of Texas at Austin and is a licensed Professional Engineer in Texas. He is a former chair of the ASME South Texas Section and is known for his practical, collaborative leadership style.

Outside work, Rodney enjoys road cycling and spending time with his family—including his first grandchild.

Thomas Rose

Quality Director / ASNT Level III

Thomas Rose brings over 25 years of NDT experience and more than two decades in metals fabrication, specializing in welding and pipefitting for marine and power generation systems. A U.S. Navy veteran with 20 years of service, Thomas gained hands-on expertise in shipboard maintenance, leadership, and high-stakes operations.

He holds ASNT Level III certifications in UT, RT, VT, MT, and PT, is an AWS Certified Welding Inspector, and has advanced training from the Center for Naval Engineering. For the past seven years, Thomas has focused on Quality Management, Root Cause Analysis, and nuclear quality assurance (NQA-1).

Thomas has been a proud member of ASNT since 2010 and leads with precision, integrity, and process-driven quality.

Clarence Crockett

Corporate Radiation Safety Officer

As Corporate Radiation Safety Officer, Clarence Crockett is responsible for maintaining a safe and compliant radiographic work environment across all operating states. He oversees annual state audits, ensures X-ray personnel maintain current certifications, and leads all efforts to uphold Pro-Surve’s strong regulatory standing.

Clarence began his career as a Radiography Assistant and advanced through the field with certifications in Penetrant Testing (PT), Magnetic Particle Testing (MT), Ultrasonic Testing (UT), and source retrieval. He holds an Associate of Arts and Sciences degree from Lamar State College–Orange and a Bachelor of Applied Arts and Sciences (BAAS) from Lamar University–Beaumont.

Clarence leads with integrity, promoting a culture of accountability, open communication, and professional growth.

Outside of work, he coaches his daughter’s 14U basketball team and enjoys collecting basketball cards, fishing, and staying active through regular workouts—all of which contribute to his focus, discipline, and leadership.

Scotty Savoie

Turnaround Inspection Planning Manager

Scotty Savoie joined Pro-Surve in 2025 and now leads turnaround inspection planning efforts to ensure safe, code-compliant, and efficient integration during outages. He brings 35+ years of petrochemical experience—including 18 years managing turnarounds as a contractor and owner/user representative.

Before entering inspection, Scotty spent 10 years as a combination pipe welder and served as a U.S. Air Force aircraft maintenance technician. His leadership is marked by discipline, field know-how, and a commitment to project delivery.

Erik Williams

Refractory Inspection Division Manager

Erik Williams serves as Refractory Inspection Division Manager at Pro-Surve Technical Services, bringing over 20 years of hands-on experience in the petrochemical and power industries. A third-generation refractory specialist, Erik’s deep industry knowledge is grounded in a legacy of technical expertise and shaped by real-world project leadership.

Erik leads refractory inspection, testing, and quality control efforts across high-temperature industrial systems. His areas of focus include failure analysis, refractory design, degradation mechanisms, repair strategy, and compliance with API, ASTM, and other relevant codes and standards.

He holds both API 936 and API 982 certifications and serves on the American Petroleum Institute’s Subcommittee on Refractory Materials (SCRM), helping to advance industry practices. Known for his methodical, solutions-driven approach and ability to lead cross-functional teams, Erik is a trusted authority in refractory performance and inspection strategy.

Robert Davis

Advanced Services Manager

As Advanced Services Manager at Pro-Surve Technical Services, Robert Davis leads the implementation, execution, and standardization of advanced NDT methods. He oversees complex field inspections involving tubular and corrosion mapping techniques, ensuring compliance with codes, customer specifications, and internal quality systems. Robert also plays a key role in identifying emerging technologies, enhancing service offerings, and supporting proposal development with cost estimates and technical documentation.

With over 13 years in the industry, Robert brings hands-on expertise as an advanced services technician and a commitment to operational excellence. He is known for leading by example, promoting high standards, and delivering added value to clients through innovation and precision.

Spencer Duplechain

Turnaround Division Manager | Pro-Surve Technical Services

As Turnaround Division Manager at Pro-Surve Technical Services, Spencer Duplechain brings over 18 years of experience in the inspection industry, with a strong foundation in Non-Destructive Examination (NDE). His career began in the field as an NDE Technician and advanced through roles including API Turnaround Inspector and Operations Manager, giving him a comprehensive understanding of field operations and turnaround execution.

Spencer is known for his approachable leadership style and commitment to delivering safe, high-quality, and integrity-driven results. He leads with a focus on communication, efficiency, and teamwork—core values that align with Pro-Surve’s mission to put people, safety, and quality first.

He holds a degree in Non-Destructive Testing from SLCC T.H. Harris Community College. Outside of work, Spencer is a devoted husband and father of five. He enjoys camping, sports, and spending time outdoors with his family.
